In the 46 years of occupation, de jure and de factoIsrael has created an ambiguous and complex reality in which Israelis and Palestinians living in the West Bank are subject to a hybrid mix of civil and military rule that is enforced in a highly discriminatory manner. On the one hand, the Israeli High Court of Justice has made a number of rulings reiterating the need to respect the rights of Palestinians living under occupation; on the other hand, existing regulations and, on occasion, rulings of the High Court, are not implemented or are partially implemented.  Significant and systemic violations continue. They range from the basic illegality according to international humanitarian law (IHL) of the Israeli settlements themselves, to attacks on Palestinians and their property by groups of violent Israeli settlers who blatantly flaunt Israeli law, to the phenomena of so-called "illegal outposts," which are West Bank settlements established by Israelis that have not received formal approval from Israeli authorities—thereby making them illegal even according to official Israeli interpretations.

Accompanied by video clips from B'Tselem's camera project, a project in which B'Tselem builds on the grassroots activism of 220 trained Palestinian video volunteers, this talk will explore the lawlessness and illegality that are part and parcel of the occupation, and which challengesIsrael's existence as a liberal democratic state. It will also highlight the achievements of Israelis and Palestinians working together to ensure basic rights for all.
