Victoria Nuland. Amerikaanse staatssecretaris Buitenlandse van Zaken. 6 februari 2014

Mevrouw Nuland is door president Obama benoemd tot 'Assistant Secretary of State for European and Eurasian Affairs at the United States Department of State,' en is degene die achter de schermen de 'regime change' in de Oekraïne orchestreerde. Gezien Geert Mak's bewering is het interessant te onderzoeken wie mevrouw Nuland is:

Nuland is married to historian Robert Kagan, with whom she has two children.

Het is algemeen bekend dat mevrouw Nuland tot de kongsi behoort van Amerikaanse neoconservatieven die de ideologen waren achter de illegale Amerikaanse inval in Irak. Haar echtgenoot is één van de oprichters geweest van de beruchte PNAC. Om een beeld te krijgen met wat voor soort megalomane ideologen we te maken hebben, citeer ik allereerst deze, voor iedereen beschikbare, informatie van Wikipedia:

The Project for the New American Century (PNAC) was an American think tank based in Washington, D.C. established in 1997 as a non-profit educational organization founded by William Kristol and Robert Kagan. The PNAC's stated goal is 'to promote American global leadership.' Fundamental to the PNAC were the view that 'American leadership is both good for America and good for the world' and support for 'a Reaganite policy of military strength and moral clarity.' With its members in numerous key administrative positions, the PNAC exerted influence on high-level U.S. government officials in the administration of U.S. President George W. Bush and affected the Bush Administration's development of military and foreign policies, especially involving national security and the Iraq WarPNAC's first public act was releasing a 'Statement of Principles' on June 3, 1997, which was signed by both its members and a variety of other notable conservative politicians and journalists (see Signatories to Statement of Principles). The statement began by framing a series of questions, which the rest of the document proposes to answer:
'As the 20th century draws to a close, the United States stands as the world's pre-eminent power. Having led the West to victory in the Cold War, America faces an opportunity and a challenge: Does the United States have the vision to build upon the achievements of past decades? Does the United States have the resolve to shape a new century favorable to American principles and interests?'
In response to these questions, the PNAC states its aim to 'remind America' of 'lessons' learned from American history, drawing the following 'four consequences' for America in 1997:
we need to increase defense spending significantly if we are to carry out our global responsibilities today and modernize our armed forces for the future;
we need to strengthen our ties to democratic allies and to challenge regimes hostile to our interests and values;
we need to promote the cause of political and economic freedom abroad; [and]
we need to accept responsibility for America's unique role in preserving and extending an international order friendly to our security, our prosperity, and our principles.

While 'Such a Reaganite policy of military strength and moral clarity may not be fashionable today,' the 'Statement of Principles' concludes, 'it is necessary if the United States is to build on the successes of this past century and to ensure our security and our greatness in the next.'
The goal of regime change in Iraq remained the consistent position of PNAC throughout the Iraq disarmament crisis.

Richard Perle, who later became a core member of PNAC, was involved in similar activities to those pursued by PNAC after its formal organization. For instance, in 1996 Perle composed a report that proposed regime changes in order to restructure power in the Middle East. The report was titled A Clean Break: A New Strategy for Securing the Realm and called for removing Saddam Hussein from power, as well as other ideas to bring change to the region. The report was delivered to Israeli Prime Minister Benjamin Netanyahu. Two years later, in 1998, Perle and other core members of the PNAC—Paul Wolfowitz, R. James Woolsey, Elliot Abrams, and John Bolton—'were among the signatories of a letter to President Clinton calling for the removal of Hussein.' Clinton did seek regime change in Iraq, and this position was sanctioned by the United Nations. These UN sanctions were considered ineffective by the neoconservative forces driving the PNAC.
The PNAC core members followed up these early efforts with a letter to Republican members of the U.S. Congress Newt Gingrich and Trent Lott,[10] urging Congress to act. The PNAC also supported the Iraq Liberation Act of 1998 (H.R.4655), which President Clinton had signed into law.
On January 16, 1998, following perceived Iraqi unwillingness to co-operate with UN weapons inspections, members of the PNAC, including Donald Rumsfeld, Paul Wolfowitz, and Robert Zoellick drafted an open letter to President Bill Clinton, posted on its website, urging President Clinton to remove Saddam Hussein from power using U.S. diplomatic, political, and military power. The signers argue that Saddam would pose a threat to the United States, its Middle East allies, and oil resources in the region, if he succeeded in maintaining what they asserted was a stockpile of Weapons of Mass Destruction. They also state: 'we can no longer depend on our partners in the Gulf War to continue to uphold the sanctions or to punish Saddam when he blocks or evades UN inspections' and 'American policy cannot continue to be crippled by a misguided insistence on unanimity in the UN Security Council.' They argue that an Iraq war would be justified by Hussein's defiance of UN 'containment' policy and his persistent threat to U.S. interests
On September 20, 2001 (nine days after the September 11, 2001 attacks), the PNAC sent a letter to President George W. Bush, advocating 'a determined effort to remove Saddam Hussein from power in Iraq,' or regime change:
'even if evidence does not link Iraq directly to the attack, any strategy aiming at the eradication of terrorism and its sponsors must include a determined effort to remove Saddam Hussein from power in Iraq. Failure to undertake such an effort will constitute an early and perhaps decisive surrender in the war on international terrorism.' […]
According to critics, including Paul Reynolds, the neoconconservative PNAC aimed to promote American "hegemony" and "full-spectrum" dominance in its publications.
Ebrahim Afsah, in 'Creed, Cabal, or Conspiracy – The Origins of the Current Neo-Conservative Revolution in US Strategic Thinking,' published in the German Law Journal, cited Jochen Bölsche's view that the goal of the PNAC was world dominance or global hegemony by the United States. According to Bölsche, Rebuilding America's Defenses 'was developed by Rumsfeld, Cheney, Wolfowitz and Libby, and is devoted to matters of ''maintaining US pre-eminence, thwarting rival powers and shaping the global security system according to US interests."'
George Monbiot, a political activist from the United Kingdom, stated: 'to pretend that this battle begins and ends in Iraq requires a willful denial of the context in which it occurs. That context is a blunt attempt by the superpower to reshape the world to suit itself.' […]
Former US Congressman Lionel Van Deerlin and UK Labour MP and Father of the House of Commons, Tam Dalyell, criticized PNAC members for promoting policies which support an idealized version of war, even though only a handful of PNAC members have served in the military or, if they served, had never seen combat.
As quoted in Paul Reynolds' BBC News report, David Rothkopf stated:
'Their [The Project for the New American Century's] signal enterprise was the invasion of Iraq and their failure to produce results is clear. Precisely the opposite has happened. The US use of force has been seen as doing wrong and as inflaming a region that has been less than susceptible to democracy. Their plan has fallen on hard times. There were flaws in the conception and horrendously bad execution. The neo-cons have been undone by their own ideas and the incompetence of the Bush administration.'
In discussing the PNAC report Rebuilding America's Defenses (2000), Neil MacKay, investigations editor for the Scottish Sunday Herald, quoted Tam Dalyell: 'This is garbage from right-wing think-tanks stuffed with chicken-hawks -- men who have never seen the horror of war but are in love with the idea of war. Men like Cheney, who were draft-dodgers in the Vietnam war. These are the thought processes of fanaticist Americans who want to control the world.' […]


Commentators from divergent parts of the political spectrum––such as Democracy Now! and American Free Press, including Nobel Peace Prize Laureate Jody Williams and former Republican Congressmen Pete McCloskey and Paul Findley––voiced their concerns about the influence of the PNAC on the decision by President George W. Bush to invade Iraq. Some have regarded the PNAC's January 16, 1998 letter to President Clinton, which urged him to embrace a plan for 'the removal of Saddam Hussein’s regime from power,' and the large number of members of PNAC appointed to the Bush administration as evidence that the 2003 invasion of Iraq was a foregone conclusion.
The television program Frontline, broadcast on PBS, presented the PNAC's letter to President Clinton as a notable event in the leadup to the Iraq war.
Media commentators have found it significant that signatories to the PNAC's January 16, 1998 letter to President Clinton (and some of its other position papers, letters, and reports) included such later Bush administration officials as Donald Rumsfeld, Paul Wolfowitz, Richard Perle, John Bolton, Richard Armitage, and Elliott Abrams
Future biological weapons that can "target" specific genotypes.

Critics of the Project for the New American Century, including Austin American-Statesmen book reviewer Kip Keller, highlighted the following quote from PNAC's report 'Rebuilding America's Defenses':
'And advanced forms of biological warfare that can “target” specific genotypes may transform biological warfare from the realm of terror to a politically useful tool.'
In a review of a book on the history of eugenics in the United States, Keller cited the quote as an example of modern-day thinking that continues the tradition of eugenics, saying that the quote proposed ''a sort of 'gene bomb'" and accusing the authors of supporting 'the targeted extermination of a specific ethnic group -- i.e., genocide, the ultimate eugenic practice.'

Dit is de levensgevaarlijke ideologische achtergrond van de neoconservatieve Victoria Nuland, de huidige staatssecretaris verantwoordelijk voor de Amerikaanse politiek ten opzichte van Europa en Eurazië. Begin 2003 schreef ik over het PNAC het volgende:

September 2000 publiceerde de neoconservatieve denktank 'Project voor de Nieuwe Amerikaanse Eeuw' een toen nog geheim rapport getiteld: 'De Wederopbouw van Amerika's Verdediging: Strategieën, Strijdkrachten en Hulpbronnen voor een Nieuwe Eeuw.' In dit beleidsstuk staat onder meer: 

De Verenigde Staten heeft decennialang getracht een meer permanente rol te spelen in de regionale veiligheid van de Golf. Hoewel het onopgeloste conflict met Irak een onmiddellijke rechtvaardiging verschaft, overstijgt de noodzaak van een aanzienlijke Amerikaanse militaire aanwezigheid in de Golf het vraagstuk van het regime van Saddam Hoessein.

Deze 'Amerikaanse toonaangevende strategie' moet 'tot zover mogelijk in de toekomst' worden voortgezet. Het roept de Verenigde Staten op om te 'vechten en om gelijktijdig in verschillende belangrijke oorlogsgebieden een absolute overwinning te behalen,' wat een 'essentiële missie' wordt genoemd. Het rapport was bedoeld als 

blauwdruk voor het behoud van de Amerikaanse wereldwijde superioriteit, om de opkomst van een grote machtsrivaal uit te sluiten, en om de internationale veiligheidsorde te laten sporen met Amerikaanse principes en belangen.

De Amerikaanse strijdkrachten in het buitenland worden beschreven als 'de cavalerie van het nieuwe Amerikaanse grensgebied.' Het rapport ondersteund een eerder document waarin gesteld werd dat de Verenigde Staten 'moderne industriële naties moet ontmoedigen om onze leiderschap op de proef tre stellen of om zelfs ook maar te streven naar een grotere regionale of wereldwijde rol.' Daarnaast wordt verwezen naar 'nieuwe aanvalsmethoden - elektronisch… biologisch - zullen steeds meer beschikbaar zijn - de strijd zal zich naar alle waarschijnlijkheid in een nieuwe dimensie plaatsvinden, in de ruimte, cyberspace, en misschien in de wereld van de microben… geavanceerde vormen van biologische oorlogsvoering.' Het rapport was geschreven voor Dick Cheney, Donald Rumsfeld, Paul Wolfowitz en Lewis Libby, die drie maanden later sleutelposities in de nieuwe Amerikaanse regering bekleedden. Cheney werd vice-president, Rumsfeld minister van Defensie, Wolfowitz plaatsvervangend minister van Defensie en Libby de chef-staf van Cheney. Om deze wereldwijde militaire strategie bij het grote publiek acceptabel te maken zou 'een of andere catastrofale en als katalysator werkende gebeurtenis - zoals een nieuwe Pearl Harbor' nodig zijn, aldus de opstellers van Rebuilding America's Defenses: Strategies, Forces, and Resources For a New Century, exact een jaar voor de aanslagen van 11 september 2001. Na als het ware op hun wenken te zijn bediend en terwijl de Twin Towers nog nabrandden vroeg, volgens de New Yorker van april 2002, Condolleezza Rice, de Nationale Veiligheids Adviseur van president Bush, tijdens een spoedvergadering van de Nationale Veiligheids Raad aan de aanwezigen om na te denken over 'hoe men deze mogelijkheden kan uitbuiten,' daarbij verwijzend naar de situatie van '1945 tot 1947,' het begin van de koude oorlog. Intussen had een dag na de aanslagen minister Rumsfeld, zonder zelfs ook maar één enkel bewijs van wie de daders waren, tijdens een kabinetsvergadering al geëist dat Irak 'een hoofddoel van de eerste ronde in de oorlog tegen terrorisme' zou zijn, aldus de journalist Bob Woodward van de Washington Post die een boek schreef over de eerste 100 dagen na 11 september, vol vertrouwelijke informatie die hij van hoog geplaatste autoriteiten kreeg. Zes dagen na de terroristische aanslagen, op 17 september 2001, ondertekende president Bush een tweeëneenhalf pagina's tellend document, voorzien van de stempel TOP SECRET, waarbij het Pentagon opdracht kreeg om militaire operaties voor te bereiden voor een invasie van Irak. Voor het eerst in het nieuwe millennium waren de schaakstukken in stelling gebracht. Het grote spel 'met als inzet de heerschappij over de wereld' kon beginnen.

En de concrete drijfveren zijn zoals altijd bij elke grootmacht: grondstoffen, goedkope arbeid en markten die de alleenheerschappij mogelijk moeten maken. Dat wordt natuurlijk verhuld achter mooie woorden over democratie en mensenrechten, die vervolgens weer op grote schaal geschonden worden, zoals de VS op talloze plaatsen op aarde heeft laten zien, van Vietnam tot Irak. Desondanks krijgen Amerikaanse ideologen als Zbigniew Brzezinski, de voormalige Veiligheidsadviseur onder president Carter, de volle ruimte van de neoliberale spreekbuis de Financial Times om te beweren dat 'Russia, like Ukraine, will become a real democracy,' want

Come what may, the events in Ukraine are historically irreversible and geopolitically transformatory. Sooner rather than later, Ukraine will be truly a part of democratic Europe; later rather than sooner, Russia will follow unless it isolates itself and becomes a semi-stagnant imperialistic relic.


De onafhankelijke Amerikaanse onderzoeksjournalist Mike Whitney schreef op 28 februari 2014 over dit geopolitieke machtspel:

As you probably know by now, Obama and Co. have ousted Ukraine’s democratically-elected president, Viktor Yanukovych, with the help of ultra-right, paramilitary, neo-Nazi gangs who seized and burned government offices, killed riot police, and spread mayhem and terror across the country. These are America’s new allies in the Great Game, the grand plan to 'pivot to Asia' by pushing further eastward, toppling peaceful governments, securing vital pipeline corridors, accessing scarce oil and natural gas reserves and dismantling the Russian Federation consistent with the strategy proposed by geopolitical mastermind, Zbigniew Brzezinski. Brzezinski’s magnum opus–'The Grand Chessboard: American Primacy and it’s Geostrategic Imperatives' has become the Mein Kampf for aspiring western imperialists. It provides the basic blueprint for establishing US military-political-economic hegemony in the century’s most promising and prosperous region, Asia. In an article in Foreign Affairs Brzezinski laid out his ideas about neutralizing Russia by splitting the country into smaller parts, thus, allowing the US to maintain its dominant role in the region without threat of challenge or interference. Here’s an excerpt from the article:

'Given (Russia’s) size and diversity, a decentralized political system and free-market economics would be most likely to unleash the creative potential of the Russian people and Russia’s vast natural resources. A loosely confederated Russia — composed of a European Russia, a Siberian Republic, and a Far Eastern Republic — would also find it easier to cultivate closer economic relations with its neighbors. Each of the confederated entitles would be able to tap its local creative potential, stifled for centuries by Moscow’s heavy bureaucratic hand. In turn, a decentralized Russia would be less susceptible to imperial mobilization.' (Zbigniew Brzezinski,'A Geostrategy for Eurasia')

Journalisten, opiniemakers in het algemeen, dienen te weten wat precies de geopolitieke doelen van een grootmacht als de VS zijn, anders beseffen zij niet waarover ze berichten. Wanneer Geert Mak als zogenaamde Europa- en Amerika-deskundige beweert dat 'Het beter [is] voor Nederland en de internationale gemeenschap dat Obama de verkiezingen wint,' dan kan de conclusie niet anders zijn dan dat hij niets weet en begrijpt van de toenemende geopolitieke rivaliteit tussen de VS en de EU, die zo duidelijk tot uitdrukking komt in mevrouw Nuland's ondiplomatieke maar niet mis te verstane opmerking: 'Fuck the European Union.' Mak is, zoals ik uit eigen ervaring weet, slecht geïnformeerd.  Zowel in zijn boek In Europa. Reizen door de twintigste eeuw als in Reizen zonder John. Op zoek naar Amerika komt de naam van Brzezinski geen één keer voor, en blijkt Mak ook geen van de boeken te hebben gelezen van deze vooraanstaande Amerikaanse strategische denker die ook president Obama adviseert. Ter informatie: 

Toen de Republikeinse senator John McCain in 2000 in de race was om de conservatieve presidentskandidaat te worden, was Brzezinski zijn buitenlandse adviseur. Acht jaar later, in 2008, is hij buitenlandse adviseur van de nieuwe Amerikaanse president, de Democraat Barack Obama, die het in de verkiezingen opnam tegen dezelfde John McCain. Zijn zoon Mark Brzezinski is eveneens adviseur van Obama. De andere zoon van Brzeziński, Ian Brzezinski zette zich op dat gebied tijdens de verkiezingscampagne in voor McCain.

Waarop zijn Brzezinski's adviezen aan president Obama gebaseerd? Welnu, daarover schrijft Brzezinski zelf in het gezaghebbende Amerikaanse tijdschrift Foreign Affairs, de publicatie van de invloedrijke Council of Foreign Relations, het volgende onder de kop 'A Geostrategy for Eurasia':

America's emergence as the sole global superpower now makes an integrated and comprehensive strategy for Eurasia imperative.
Eurasia is home to most of the world's politically assertive and dynamic states. All the historical pretenders to global power originated in Eurasia. The world's most populous aspirants to regional hegemony, China and India, are in Eurasia, as are all the potential political or economic challengers to American primacy. After the United States, the next six largest economies and military spenders are there, as are all but one of the world's overt nuclear powers, and all but one of the covert ones. Eurasia accounts for 75 percent of the world's population, 60 percent of its GNP, and 75 percent of its energy resources. Collectively, Eurasia's potential power overshadows even America's.
Eurasia is the world's axial supercontinent. A power that dominated Eurasia would exercise decisive influence over two of the world's three most economically productive regions, Western Europe and East Asia. A glance at the map also suggests that a country dominant in Eurasia would almost automatically control the Middle East and Africa. With Eurasia now serving as the decisive geopolitical chessboard, it no longer suffices to fashion one policy for Europe and another for Asia. What happens with the distribution of power on the Eurasian landmass will be of decisive importance to America's global primacy and historical legacy.

Vandaar dat Rusland in zijn ogen moet worden opgedeeld in voor de VS ongevaarlijke fragmenten die geen bedreiging kunnen vormen voor de Amerikaanse hegemonie. Vandaar ook de miljarden-steun van de VS bij het ten val brengen van de democratisch gekozen president en regering van de Oekraïne. En daarbij speelt de neoconservatieve Victoria Nuland een vitale rol. Het is daarom interessant ook de gedachtenwereld van haar echtgenoot Robert Kagan te bestuderen. Wie is deze Kagan?

Robert Kagan (born September 26, 1958 in Athens, Greece) is an American historian, author and foreign policy commentator at the Brookings Institution. He was a co-founder of the Project for the New American Century. More recently, his book The World America Made has been publicly endorsed by US President Barack Obama, and its theme was referenced in his 2012 State of the Union Address
In 1997, he co-founded and served as a director for the now-defunct Project for the New American Century
Kagan spent 13 years as a Senior Associate with the Carnegie Endowment for International Peace, before joining the Brookings Institution as a senior fellow in the Center on United States and Europe in September 2010. He was a foreign policy advisor to John McCain, the Republican Party's nominee for President of the United States in the 2008 election
Kagan wrote an essay in the February 2, 2012 issue of The New Republic on 'the myth of American decline,' which drew the praise of President Obama, who 'spent more than 10 minutes talking about it...going over its arguments paragraph by paragraph.' […]

Kagan's ideologische invloed op de buitenlandse politiek van president Obama en zijn regering is mede door zijn echtgenote niet gering. Net als onder Bush junior streeft de VS nog steeds naar uitbreiding van zijn hegemonie,  en dat is verontrustend voor allereerst het Europa van 'Geen Jorwerd zonder Brussel,' om Mak's leuze te gebruiken. Robert Kagan begint namelijk zijn in 2003 verschenen boek Of Paradise And Power. America And Europe In The New World Order, met de volgende woorden:

It is time to stop pretending that Europeans and Americans share a common view of the world, or even that they occupy the same world. On the all-important question of power, the desirability of power — American and European perspectives are diverging. Europe is turning away from power, or to put it a little differently, it is moving beyond power into a self-contained world of laws and rules and transnational negotiation and cooperation. It is entering a post-historical paradise of peace and relative prosperity, the realization of Immanuel Kant's 'perpetual peace.' Meanwhile, the United States mired in history, exercising power in an anarchic Hobbesian world where international laws and rules are unreliable, and where true security and the defense and promotion of a liberal order still depend on the possession and use of military might. That is why on major strategic and international questions today, Americans are from Mars and Europeans are from Venus: They agree on little and understand one another less and less. And this state of affairs is not transitory — the product of one American election or one catastrophic event. The reasons  for the transatlantic divide are deep, long in development, and likely to endure. When it comes to setting national priorities, determining threats, defining challenges, and fashioning and implementing foreign and defense policies, the United States and Europe have parted ways.

Met andere woorden: 'Fuck the European Union,' zoals zijn echtgenote, de Amerikaanse staatssecretaris van Buitenlandse Zaken voor Europa en Eurazië, Victoria Nuland, zo kernachtig samenvatte. Het is ook tekenend dat Geert Mak geen enkel boek van Robert Kaplan heeft gelezen, zoals valt op te maken uit het register van zowel In Europa als Reizen zonder John. Desondanks beweert Mak met een pedante stelligheid dat de VS na 1945 'decennialang als ordebewaker en politieagent' optrad en dat Amerikaanse macht vooral is gebaseerd op 'soft power,' die 'nog altijd sterk aanwezig [is],' en die hij als opiniemaker omschrijft als 'in de kern, de overtuigingskracht van een staat, de kracht om het debat naar zich toe te trekken, om de agenda van de wereldpolitiek te bepalen.' Deze misdadige voorstelling van zaken staat haaks op de realiteit die Mak koste wat kost verhult. Dus zwijgt hij over het feit dat in een poging om de Amerikaanse hegemonie zo lang mogelijk te laten voortduren, de Amerikaanse economische en politieke elite 'laws and rules,' negeert. Washington en Wall Street gaan ervan uit dat het streven naar Kant's 'perpetual peace' in strijd is met de historische waarheid dat 'de mens een wolf [is] voor zijn medemens,' zoals de Romeinse  dichter Plautus in de derde eeuw voor het begin van onze jaartelling schreef. Voor de Amerikaanse elite blijft niet Venus, maar Mars de God van de Toekomst. 

Een voorbeeld: om te voorkomen dat de praktijken van de Amerikaanse economisch macht in Chili aan banden zou worden gelegd, gaf president Nixon opdracht te voorkomen dat Salvador Allende president van het democratische Chili zou worden. Die verkiezing moest met alle mogelijke legale en vooral illegale middelen worden gesaboteerd. 

Kan niet schelen hoe riskant… 10 miljoen dollar beschikbaar, zo nodig meer. Fulltime karwei – beste mensen die we hebben… Laat de economie kermen. 48 uur voor plan de campagne,’ 

waren zijn genotuleerde woorden. Ondanks de Amerikaanse inmenging en schending van de soevereiniteit van Chili werd Allende tijdens vrije verkiezingen toch gekozen als nieuwe president. Onder leiding van de toenmalige Nationale Veiligheidsadviseur Henry Kissinger werd in het geheim 'een strategie van destabilisatie, ontvoering en moord,’ ontwikkeld ‘met het doel een militaire staatsgreep uit te lokken,’ zo blijkt uit vrijgekomen Amerikaanse documenten. Op 11 september 1973, de dag dat de Senaat Kissinger’s benoeming tot minister van Buitenlandse Zaken sanctioneerde, kwam de democratisch gekozen president Allende tijdens een gewelddadige militaire staatsgreep om het leven. Omdat hier sprake was van een grove schending van de internationale rechtsorde verklaarde minister Kissinger tegenover de Senaatscommissie voor Buitenlandse Betrekkingen dat de Amerikaanse regering geen enkele rol had gespeeld in de militaire coup. Op zijn beurt beschreef de Amerikaanse marineattaché in Chili, Patrick Ryan in een intern rapport de elfde september tevreden als ‘onze D-day,’ om vervolgens te concluderen dat ‘Chili’s coup de etat (sic) bijna perfect’ was. Onmiddellijk nadat de wettige en democratisch gekozen regering van Chili was uitgeschakeld, kreeg het Pinochet-regime dat de macht had gegrepen aanzienlijke economische en militaire steun van de VS. Dat in Chili ondertussen op grote schaal de mensenrechten ernstig werden geschonden, speelde daarbij geen enkele rol. Integendeel, zo valt te lezen in een in 1999 vrijgegeven Amerikaans memorandum, waarin een gesprek tussen Kissinger en juntaleider Pinochet te lezen is. Het onderhoud vond plaats op 8 juni 1976, op de dag dat Henry Kissinger een toespraak zou houden voor de Organisatie van Amerikaanse Staten over het onderwerp mensenrechten. Gedwongen door de publieke opinie en het Congres moest hij als Amerikaanse minister van Buitenlandse Zaken in het openbaar enkele kritische opmerkingen maken over de martelingen en verdwijningen van politieke tegenstanders in Chili. Voorafgaand aan dit optreden zei Kissinger in een gesprek onder vier ogen geruststellend tegen de despoot Pinochet: 

De toespraak is niet tegen Chili gericht. Dat wilde ik u zeggen. Naar mijn oordeel bent u een slachtoffer van alle linkse groeperingen ter wereld en bestaat uw grootste zonde erin dat u een regering omver hebt geworpen die bezig was communistisch te worden… We hebben de omverwerping van de pro-communistische regering hier met instemming begroet. We zijn er niet op uit uw positie te verzwakken… Ik wil graag onze betrekkingen en vriendschap bevorderen.


Ander voorbeeld: In 1998 vertelde Zbigniew Brzezinski, de National Security Adviser onder president Carter tegen het Franse weekblad Nouvel Observateur dat de Verenigde Staten vóór 1980 de voormalige Sovjet Unie bewust had geprovoceerd om Afghanistan binnen te vallen door in het geheim islamitische extremisten in dat land financieel en militair te steunen, waardoor ze een gewapende strijd tegen de pro-Sovjet regering konden beginnen. Op de vraag of hij daar nu geen spijt van had, antwoordde Brzezinski: 

Spijt waarover? Die geheime operatie was een uitstekend idee. Het had als resultaat dat de Russen in de Afghaanse val trapten en wil je dat ik dat betreur? De dag dat de Sovjets officieel de grens waren over gestoken, schreef ik aan president Carter, in essentie: ‘We hebben nu de gelegenheid om de USSR zijn eigen Vietnam Oorlog te geven.’ 

Deze geopolitieke strategie kostte een miljoen Afghanen het leven, maakte drieënhalf miljoen Afghanen tot vluchteling en verwoeste de infrastructuur van het toch al arme land. Met het oog op een ongestoorde oliedoorvoer vanuit de Kaspische Zee regio vielen in 2001  de Amerikanen zelf Afghanistan binnen om er Hamid Karzai, de voormalige employee van de Amerikaanse oliemaatschappij Unocal tot ‘interim president’ aan te stellen. Teneinde de steun af te kopen van de talloze oorlogsbaronnen doet Washington ondertussen niets wezenlijks tegen de explosieve groei van de opiumteelt. Volgens de Verenigde Naties is sinds de Amerikaanse inval Afghanistan opnieuw ’s werelds grootste producent van heroïne. Tegelijkertijd zijn al meer dan tienduizend Afghaanse burgers slachtoffer geworden van de Amerikaanse bombardementen, meer dan drie keer zoveel als op 11 september 2001 vielen. Desondanks hebben zowel de commerciële massamedia als academisch geschoolde opiniemakers in Nederland hiervoor nauwelijks of geen aandacht. Bovendien wordt de beschikbare informatie niet in een bredere context geplaatst. Misschien wel het meest illustrerend voor het feit dat de schijn in deze gruwelijke farce de werkelijkheid heeft vervangen, was het nieuwsbericht dat de olie-adviseur Karzai door het modehuis Gucci tot de best geklede staatsman ter wereld is uitgeroepen. Zo werd de slechtst verklede marionet op aarde alsnog een salonfähige icoon van het ‘nieuwe democratische Afghanistan.’



Derde voorbeeld: De voormalige Amerikaanse minister van Defensie Robert McNamara wees erop dat de ‘defensie uitgaven [in de VS] tijdens het fiscale jaar 1993 in totaal 291 miljard dollar bedroegen –25 procent meer… dan in 1980.’ Eenkwart meer, ondanks het feit dat de Koude Oorlog voorbij was, hetgeen aantoont dat de Sovjet Unie niet de oorzaak maar de aanleiding was van de militarisering van de VS waardoor het nu eenpermanent gemobiliseerde National Security State is. In de documentaire Fog of War (2003) Wees McNamara erop dat: ‘De VS bijna evenveel [spendeert] aan nationale veiligheid als de rest van de wereld tezamen,’ aldus McNamara. In de bekroonde filmdocumentaire The Fog of War vertelt de Amerikaanse oud-minister van Defensie Robert McNamara dat als de VS de Tweede Wereldoorlog had verloren hij een grote kans had gelopen om wegens oorlogsmisdaden te worden veroordeeld. Want hij organiseerde de vernietiging van tientallen Japanse steden door middel van Amerikaanse napalmbombardementen, waarbij op 1 avond alleen al in Tokio meer dan 100.000 burgers om het leven kwamen. De bemanning van de vliegtuigen konden de brandende lijken ruiken.

In 1995 schreef de Robert McNamara dat als gevolg van het Vietnam-beleid van ‘de regeringen Kennedy, Johnson en Nixon… verschrikkelijk leed’ hadden toegebracht aan miljoenen mensen, omdat ‘wij de macht onderschatten van het nationalisme teneinde een volk te motiveren… om te vechten en te sterven voor hun overtuigingen en waarden- en we blijven dat vandaag de dag nog steeds doen in vele delen van de wereld,’ terwijl ‘wij niet het door God gegeven recht hebben om elke natie naar ons eigen beeld te scheppen.’ McNamara wees erop dat de ‘defensie uitgaven [in de VS] tijdens het fiscale jaar 1993 in totaal 291 miljard dollar bedroegen –25 procent meer… dan in 1980.’ Eenkwart meer, ondanks het feit dat de Koude Oorlog voorbij was, hetgeen aantoont dat de Sovjet Unie niet de oorzaak maar de aanleiding was van de militarisering van Amerika. ‘De VS spendeert bijna evenveel voor nationale veiligheid als de rest van de wereld tezamen.’ Volgens hem zijn tijdens de Vietnam-oorlog 3,4 miljoen Zuidoost Aziaten om het leven gekomen, onder wie talloze burgers van Laos, het zwaarst gebombardeerde land in de geschiedenis als we uitgaan van het aantal inwoners. Eenkwart van de bevolking vluchtte naar grotten in de bergen om aan het bruut geweld te ontkomen. De Amerikaanse luchtmacht gooide twee keer zoveel bommen op Laos dan destijds op Nazi-Duitsland, tien jaar lang elke 9 minuten een clusterbom. Omdat volgens USA TODAY tien tot dertig procent van deze tegen mensen gerichte, in kleine fragmenten uiteenspattende bommen, niet explodeerde, komen tot op de dag van vandaag nog steeds Laotianen om het leven, de meerderheid van hen spelende kinderen. Ook Cambodja leed onder het Amerikaans terrorisme, een ander woord is er niet voor, tenminste als we de definitie hanteren zoals afgedrukt in het Amerikaanse Leger Handboek, waarbij terrorisme omschreven wordt als ‘het bewust geplande gebruik van geweld of dreiging van geweld om doelen te bereiken die politiek, religieus, of ideologisch van aard zijn.’ Meer dan 600.000 Cambodjanen kwamen om bij Amerikaanse bombardementen en door de totale verwoesting van landbouwgronden werden de overlevenden geconfronteerd met een massale hongersnood.


Toen McNamara een paar jaar geleden naar Nederland kwam om over de documentaire Fog of War te praten en om het publiek te waarschuwen voor het feit dat een mens in een oogwenk in een monster kan veranderen, ging ik als journalist een uurtje eerder naar de zaal, waar hij zou spreken, om hem te zien binnenkomen. Ik wilde zien hoe een oorlogsmisdadiger loopt, zit, staat, ademt, lacht en praat. Welnu, het antwoord is: hij verschilt in niets van de meeste andere mensen. Net als Eichmann was een doodgewone man. Ik zag een wat stoffige bureaucraat in een versleten regenjas binnenwandelen. Het meest opvallende vond ik dat hij op lullige schoenen met dikke rubberen zolen liep, waarschijnlijk had hij last van zijn voeten. Daar liep hij, een Schreibtischmörder, een uitstekende organisator die de vijand niet eens haatte, net zo min als Eichmann de joden had gehaat, een doorsnee burger, die opdrachten had uitgevoerd. Hoeveel McNamara's en Eichmannen lopen er nu rond, tussen ons in, langs ons heen?

The Road From Baghdad to Crimea

March marks the 11th anniversary of the US invasion of Iraq. With Russian forces taking up key positions in Crimea, and US rhetoric sounding as self-righteous as ever, it might be a good time to lament the credibility America left behind in Baghdad.
It would be a substantial understatement to say that Putin and the Russians are trampling on the sovereignty of the Ukraine and their right to self-determination. Although as Juan Cole points out, Ukrainian sovereignty, in historical terms, is fledgling at best. Nonetheless, there’s nothing like armed Russian troops on your streets to put independence in perspective.
Is the situation “volatile” and “dangerous?” Potentially but not necessarily. One key factor in how quickly or seriously the situation escalates will be determined in significant measure by the rhetoric used by the US and the EU.
The US government for its part has been quick to denounce what President Obama called “a violation of Ukraine's sovereignty and territorial integrity.” The problem is, what standing does a US president or secretary of state have to question a Russian act of territorial aggression in the shadow of the American invasion of Iraq. When John Kerry said, “You just don’t in the 21st century behave in 19th century fashion by invading another country on completely trumped-up pretext,” he might have added, “but we do.”
As the Bush administration steamrolled toward military action in Iraq, marginalized voices of opposition in the US and around the world warned that, if the US went ahead with its planned invasion of Iraq without building a true international consensus or presenting a viable rationale for the assault, America would lose its credibility and its ability to play a leadership role in world affairs.
The pretext for US invasion of Iraq was quintessentially as trumped-up as any case for war has ever been. The arguments about weapons of mass destruction, nuclear and chemical arms, and a bevy of other ludicrous claims by Bush administration officials, now categorically debunked, have not been forgotten by other nations. They are George W. Bush’s gift to American international incredibility that keeps on giving.
By comparison, the Russian military incursion into Crimea, however heavy-handed, is certainly supported by greater logic than the utterly baseless US invasion of Iraq. In fact there is very real popular support in Crimea for Russian military intervention. Not surprising, given that an estimated 59 percent of the population of Crimea is ethnic Russian. While the US chose to overrun the nation of Iraq literally a world away, Russia is at least asserting itself on its own doorstep.
There are security interests close at hand and of significant concern to the Russian Federation involved in considering the Ukrainian Revolution. Particularly in the Crimea. Events there clearly and directly impact Russian affairs in a material way. Russia presently has an estimated dozen or so military installations in Crimea, the most noteworthy of which is the Russian naval base at Sevastopol. The base is at this time beseeched and control is contested. Interestingly, thus far no shots have been fired. The situation highlights, however, the extent to which Russia is engaged in Crimea and compelled to remain so. None of which was true when the US and to a lesser extent the UK chose to invade Iraq, a war of choice, not of necessity.
The Obama administration touts the ouster of Ukrainian president Viktor Yanukovych by Ukrainian opposition demonstrators as a perfectly legitimate political event. However, they actually know quite a bit more than they are letting on. As Robert Parry points out, Yanukovych’s overthrow was not nearly as spontaneous as the US government is now publicly portraying it. Yes, the US was involved, as were other less than stellar players including, according to Parry, neo-Nazi factions working to effect the regime change the West now applauds.
While there is little doubt that many Ukrainians want closer ties to the EU and the West – particularly those in the western regions that border Western Europe – Crimea and the eastern territories bordering the Russian Federation have far stronger ties and sympathies with Russia. Their solidarity with Russia should not be dismissed by Western governments or the obedient Western press.
The US, the EU, and their press oracles should have more carefully considered the direct impact of Ukrainian destabilization on Moscow. Left with no choice but to act, Putin will most certainly act. When the Russian Federation decides to invade a sovereign nation on the other side of the planet as the US did in Iraq, then the current dire rhetoric we are hearing might be justified.
In the meantime, the world powers that be might do well to keep their trumped-up pretexts in check. Right now Russian forces are not shooting and not – yet – moving west. The West should find a way to work with that while it has the opportunity.
