Lavrov: Western bloc headed by Washington rejects UN principle that all states are equal

The US-led Western block rejects the principle of the equality of sovereign states secured by the UN Charter while advocating democracy in the international arena, said Russian Foreign Minister Sergey Lavrov addressing the UNGA.
"The US-led Western alliance, while acting as an advocate of democracy, rule of law and human rights in individual countries, is acting in the international arena from the opposite position, rejecting the democratic principle of the sovereign right of states enshrined in the UN Charter and trying to decide for others what is good and what is bad," Lavrov said at the 69th session of the UN General Assembly in New York on Saturday.
The Russian foreign minister elaborated that there was an “increasingly obvious contradiction between the need for collective action by partners to produce proper responses to common challenges and some countries' drive for dominance and revival of the archaic bloc mentality based on barrack-like discipline and flawed 'us and them' logic".
Lavrov added that Russia was willing to compromise and ready to balance interests only based on mutual respect and if the dialogue is “honest, respectful and equal”.
According to the minister the “policy of ultimatums, the philosophy of superiority and domination” run counter to the needs of the 21st century, including the formation of a “polycentric and democratic world order”.
Lavrov stressed that the creation of new dividing lines is unacceptable in Europe saying that “no one has a monopoly on the truth” and no one can customize global and regional processes to “suit their needs."
Joint efforts can only be built on the principles of mutual respect and mutual consideration of interests, as it is done in the framework of BRICS and the Shanghai Cooperation Organization (SCO), G20 or the UN Security Council, said Lavrov.
The results of such efforts can be seen in the positive progress of the Iranian nuclear program and the successful completion of the destruction of the Syrian chemical weapons stockpile.
According to Lavrov, the examples “to follow” are the Minsk agreements dated September 5 and 19 which presented a roadmap on the ways out of the Ukrainian crisis and set a compromise on the date of Ukraine’s EU association agreement coming into force.
He said Russia had consistently called for “harmonizing” integration projects in Europe and Eurasia.
"The agreement on political benchmarks and timelines of such a 'convergence of integrations' would become a real contribution to the work of the OSCE on the topic of 'Helsinki+40'.”
“Another crucial area of this work would be to launch pragmatic discussions free of ideology on politico-military architecture in the Euro-Atlantic, so that not only NATO and CSTO members but all the countries of the region including Ukraine, Moldova and Georgia enjoy equal and indivisible security and not have to make a false choice of: 'either with us or against us'," Lavrov added.
The Western bloc has taken a course of "vertical structuring of humanity” according to its standards, said Lavrov describing the latter as “far from harmless”.
Proclaiming victory in the Cold War and the onset of ‘history’s end’ the US and the EU committed to expanding their geopolitical space without balancing the legitimate interests of all the peoples of Europe.”

In het geval dat u nog niet op de hoogte bent, laat ik u het volgende weten: 

Of course, we are aware of the European Union’s commitment to the full and effective protection of Human Rights everywhere. After all, The 2012 Nobel Peace Prize was awarded to the European Union (EU) 'for over six decades [of contribution] to the advancement of peace and reconciliation, democracy and human rights in Europe.'

So, when it comes to the 'full and effective protection' of the Human Rights of indigenous peoples, you might wonder, how did the European Union react when, less than two years later, the people of the Occupied Palestinian Territories, which is indigenous to the area, was subjected to arbitrary detention and torture – prohibited by the International Covenant on Civil and Political Rights – collective punishment – prohibited by the Third Geneva Convention – and eventually to a downright massacre at the hands of the Israeli armed forces, a blood bath which Israel’s PR machine labelled 'Operation Protective Edge,' in which war crimes were committed by Israel – such as deliberate attacks on schools where displaced residents were sheltering in Gaza – and which violated the right to life of more than 2,100 Palestinian citizens, of which '1,474 are believed to have been civilians, including 501 children and 257 women,' according to United Nations figures?

Of course, one can almost hear the objection: 'Surely, the United Nations’ Human Rights Council does not consider the Human Rights situation in the Occupied Palestinian Territories to fall under the Rights of Indigenous Peoples, but rather under Agenda Item 7, see Resolution S-21/1 and Report A/HRC/27/76.' And yes, that is correct: a bureaucratic vermin hiding behind paperwork couldn’t have put it better.

So let’s have a look at what happened at the United Nations when Resolution S-21/1 was discussed, along with the massacre Israel had inflicted on Gaza. Let’s see what happened at A/HRC/27, a session called by the Human Rights Council on the 22nd of September 2014.

Representatives of states from nearly two-thirds of the world took the floor and condemned those atrocities. And, to be sure, delegates from the European Union member states were present in the room, scattered here and there, but guess what? Not one of them said a word – with the notable exception of Ireland (and one wonder what sanctions are awaiting the Republic of Ireland for daring to break ranks from its masters in Brussels). Because you see, following the lead of the United States of America and – of course – Israel, the Nobel Prize winner European Union, ever obedient to any signal coming from across the pond, decided to boycott the session: evidently, the massacre of more than 500 children was not considered important enough to get its representatives out of bed… or, one must think, they all must have had more important things to do.

Wat nu zo opmerkelijk is, is het feit dat op Ierland na, alle andere 27 andere landen van de Europese Unie zwegen als het graf, met andere woorden meer dan 96 procent van de Europese democratieën  durfden Israel niet te bekritiseren wegens het plegen van, in uw woorden, 'oorlogsmisdaden.' Elf van de 28 EU-landen zijn voormalige Oostbloklanden die nauwelijks ervaring hebben met het democratisch systeem en die bovendien, zoals bekend, extreem pro-VS zijn. Laten we die landen buiten beschouwing laten. Maar hoe zit het met de Zuid- en West-Europese landen die altijd de mond vol hebben over beschaving en mensenrechten. Waarom zwijgen die, op Ierland na, als één gesloten collectief? Is dit van te voren onderling, zonder democratische bemoeienis, afgesproken? Het kan niet anders. Die kadaverdiscipline heeft niets met democratie te maken en alles met een totalitair systeem. Dus is de vraag: waarom mag de zogeheten 'Joodse staat' niet ter verantwoording worden geroepen? Waarom staan Joden in Israel boven de wet? Waarom kan dit volkje van ongeveer 5 miljoen zielen, 20 procent van de Israeli's is immers Palestijns, 'oorlogsmisdaden' plegen zonder dat uw en mijn democratische elite haar mond durft open te doen? Komt dit door de financieel invloedrijke 'joodse lobby' in het Westen? Of komt dit doordat de Joden in Israel door het Westen als huurlingen gebruikt worden om nieuwe wapens en militaire strategieën uit te testen die door de NAVO, onder aanvoering van de VS, vervolgens op grotere schaal worden toegepast, daar waar de economische en geopolitieke belangen van de neoliberale macht worden bedreigd of moeten worden uitgebreid? Of hebben we hier met een combinatie van beide factoren te maken? Ik vermoed dat u meer weet dan u bereid bent te vertellen. Wat mij opvalt aan carrièristen als u is dat u precies weet wat u kunt zeggen, maar vooral ook wat niet, en dat u tevens zo exact weet wanneer u moet spreken en vooral ook wanneer niet, wanneer u uw mond moet houden, net als de gecorrumpeerde westerse politici zodra het Israel betreft. U bent wat dat betreft adembenemend goed geïnformeerd, dat wil zeggen, het is alsof u instinctmatig weet wat goed is voor u en wat niet. Waar heeft u dit geleerd? Of kan men dit niet leren en komt deze kennis daadwerkelijk voort uit een instinct, die genetisch is vastgelegd, net als bij al die anderen die naar macht streven? Wanneer ontdekte u bij uzelf deze primitieve, dat wil zeggen dierlijke, vorm van intuïtie. En hoe is het te verklaren dat het geweten dit instinct niet in bedwang kan houden? Dit zijn alle buitengewoon belangrijke vragen voor iemand die zich met mensenrechten bezig houdt. Hou kan u zichzelf in de ogen kijken, zonder ook maar een greintje schaamte? 

Mevrouw Oomen, ook als moeder van vier kinderen moet zelfs u zich wel eens hebben afgevraagd hoe de mens normloos door het leven kan. Ik bedoel dit: een cultuur die niet meer in de eigen normen en waarden gelooft, maar die wordt gedreven door cynisme en onverschilligheid is ten dode opgeschreven, zo leren ons al de oude Griekse tragedie-schrijvers. Het bestaan heeft namelijk een kern nodig, een centrum waar omheen het dagelijkse leven cirkelt. 

In de nasleep van het massale bloedbad dat de geschiedenis inging als de Eerste Wereldoorlog schreef de Ierse dichter W.H. Yeats in The Second Coming:

Turning and turning in the widening gyre
    The falcon cannot hear the falconer;
    Things fall apart; the centre cannot hold;
    Mere anarchy is loosed upon the world,
    The blood-dimmed tide is loosed, and everywhere
    The ceremony of innocence is drowned;
    The best lack all conviction, while the worst

Surely some revelation is at hand;

Opnieuw verkeert het Westen in deze fase. De vraag is: waarom vier kinderen? Waarom hoogleraar Sociologie van de Mensenrechten? Nu, anno 2014, terwijl opnieuw:

Open Brief aan Geert Mak


Geert, twee weken geleden sprak je mij aan op een feest van wederzijdse vrienden van ons beiden met de opmerking dat 'wij eens moeten praten aangezien onze opvattingen niet fundamenteel van elkaar verschillen.' Eerder al wist ik via vrienden dat mijn kritiek op jou en jouw werk je ter harte ging, en dat je wilt dat onze vroegere vriendschap wordt hersteld. Ik antwoordde je dat dit niet kan, om de simpele reden dat onze mens- en wereldbeeld op bepaalde belangrijke punten wezenlijk uiteenlopen, en ik jouw opportunistische en conformistische houding ten zeerste afkeur. Als voorbeelden gaf ik ondermeer het feit dat volgens jou de VS een 'vitale… democratie’ is die ‘decennialang als ordebewaker en politieagent [fungeerde] – om maar te zwijgen van alle hulp die het uitdeelde.’  Wat betreft de EU schreef je dat ‘Europa als vredesproces een eclatant succes’ is, en dat ‘Europa als economische eenheid ook een eind op weg [is].’ Enerzijds beweer je: 'Er zijn machten aan de gang boven Europa, ik zeg echt bóven Europa, het klassieke woord grootkapitaal doet hier zijn intrede. Ik heb er nooit zo in geloofd, maar nu wel, die ons totaal ontglipt en waar je niks tegen kunt doen! En dat vind ik buitengewoon beklemmend,' terwijl je tegelijkertijd met evenveel stelligheid een pleidooi houdt voor het neoliberale marktdenken van het 'grootkapitaal' door te verkondigen dat er 'Geen Jorwert zonder Brussel' mogelijk is omdat

de EU een markt [is] van bijna een half miljard mensen met de hoogste gemiddelde levensstandaard ter wereld. Alleen al voor Nederland is de Unie goed voor tweederde van onze totale export, eenvijfde van het nationale product. We hebben nu een open toegang tot die markt. Gaan we die deur echt dichtgooien?

Jij en ik verschillen ook wezenlijk van mening over de rol die Washington speelt, het hedendaagse Rome, dat zijn macht ziet afkalven en ook daarom steeds gewelddadiger wordt. Jij schreef dat

De Amerikaanse soft power… nog altijd sterk aanwezig [is]… Soft power is, in de kern, de overtuigingskracht van een staat, de kracht om het debat naar zich toe te trekken, om de agenda van de wereldpolitiek te bepalen… En nog steeds zijn de Verenigde Staten het anker van het hele Atlantische deel van de wereld in de ruimste zin van het woord.

Geert, jij beseft kennelijk niet hoe ernstig de situatie is waarin de hele mensheid verkeert als gevolg van het westers expansionisme in een tijd dat de grondstoffen-voorraden uitgeput raken en de door het Westen gedomineerde markt steeds meer concurrentie te duchten heeft. We staan aan de vooravond van een reeks gewelddadige conflicten die angstaanjagend zijn, en jouw gebabbel leidt alleen maar af van de essentiële problemen waarmee wij allen in toenemende mate worden geconfronteerd. Het neoliberale kapitalisme betekent een permanente strijd met mens en natuur. De prijs die allereerst de arme wereld daarvoor betaalt is gruwelijk; wanneer er 85 miljardairs zijn op aarde die evenveel bezitten als de helft van de hele mensheid dan kun je domweg geen pleidooi houden voor dit systeem, kun je niet met goed fatsoen beweren dat er 'Geen Jorwert zonder Brussel' mogelijk is. Jorwert kan alleen voortbestaan als het grootste deel van de wereldbevolking in de diepste misère moet overleven. Brussel staat net als Washington voor de globalisering van het neoliberale totalitarisme dat de kloof tussen arm en rijk almaar doet toenemen. Jij wilt maar niet begrijpen dat mijn zienswijze diametraal tegenover die van jou staat. En waarom je dit niet wilt, is inmiddels wel duidelijk. Je verlangt ernaar door iedereen geprezen worden, en zeker door mensen als ik. Jij schreef me dat 'Het probleem met jou is dat je verdomd vaak gelijk hebt, en dat het vaak geen prettige mededelingen zijn die je te melden hebt… Jij ziet veel dingen scherper en eerder, maar'

Ik niet zonder hoop [kan], Stan, dat klinkt misschien wat pathetisch, maar het is toch zo.

Ik vrees evenwel dat je jezelf ook hier bedriegt. Jouw 'hoop' is niets anders dan zelfbedrog. In Summer in Algiers schrijft Albert Camus dienaangaande: 
  
From Pandora's box, where all the ills of humanity swarmed, the Greeks drew out hope after all the others, as the most dreadful of all. I know no more stirring symbool; for, contrary to the general belief, hope equals resignation. And to live is not to resign oneself.

Het leven is frictie, is pijn en strijd, maar jij wilt alles, zowel fortune and fame, zonder de keerzijde ervan. Als een kind wil je alles, en het liefst tegelijk, je bent mateloos en als zodanig een product van onze tijd. John Berger schreef in Hold Everything Dear. Dispatches On Survival And Resistance (2007):

From  time to time despair enters into the lives which are mostly grief. A hope against hope (which is still far from a promise) collapses or is collapsed; despair fills the the space in the soul which was occupied by that hope. Despair has nothing to do with nihilism.

Nihilism, in its contemporary sense, is the refusal to believe in any scale of priorities beyond the pursuit of profit, considered as the end-all of social activity, so that, precisely: everything has it price. Nihilism is resignation before the contention that Price is all. It is the most current form of human cowardice…

The worst cruelties of life are its killing injustices. Almost all promises are broken.

Geert, 'hoop'? Waar heb je het over? Wordt volwassen! Als de arme helft van de mensheid even welvarend zou zijn als wij dan zijn er vier aardes nodig. Met andere woorden: onze rijkdom is alleen mogelijk dankzij de armoede van de rest. Nu al teren we dertig procent in op wat de aarde te bieden heeft. Toen ik je twee weken geleden tenslotte vroeg waarom je niet publiekelijk op mijn kritiek hebt gereageerd gaf je geen steekhoudend antwoord, je fluisterde iets in de trant van dat ik je ouders zou hebben geschoffeerd door te schrijven dat ze antisemitische opvattingen hadden. Maar dat was pas nadat ik al maandenlang jouw werk had bekritiseerd en bovendien schreef jij in de Eeuw van mijn vader dat Catrinus Mak, jouw vader, in 1935 in de krant had geschreven dat het verwijderen in nazi-Duitsland van de joodse bevolking uit het publieke leven 'op staatsterrein tolerabel' was, terwijl je moeder 

meldde dat een bepaalde film heel mooi was, ‘een beetje pro-joodsch, maar wel erg de moeite waard om te zien.’

Het zijn allemaal symptomen van de onderhuidse antisemitische ressentimenten onder bepaalde gereformeerde stromingen in Nederland, waartoe ook jouw ouders behoorden. Kortom, je hebt geen enkele relevante verklaring gegeven voor het feit dat je al die tijd bleef zwijgen over mijn kritiek. Geert, je draait niet alleen jezelf een rad voor ogen, maar erger nog, jouw publiek. Wanneer jij publiekelijk beweert dat de EU noodzakelijk is om de toekomst van de Europeanen veilig te stellen, dan verzwijg je de werkelijkheid. De realiteit zoals deze:

Op dit moment laat de EU zich op sleeptouw nemen door Washington en daarmee het militair-industrieel complex, om in NAVO-verband massaal geweld en terreur te plegen in een poging de westerse hegemonie in stand te houden dan wel uit te breiden. Ik stel nu het volgende: als jij werkelijk te goeder trouw bent dan kan het niet anders dan dat je je nu publiekelijk uitspreekt tegen de doortrapte politiek van de EU. Je kunt niet burgers oproepen de EU te steunen terwijl datzelfde Brussel oorlogen begint, en bovendien zwijgt als het graf over het zionistisch terrorisme tegen de Palestijnse bevolking, waarbij 501 Palestijnse kinderen bewust werden vermoord. Met nadruk schrijf ik bewust vermoord, zie daarvoor: 

Mijn vraag is nu: waar sta jij als domineeszoon precies voor? Weet je net als je ouders niet dat je in een interbellum leeft? Wat zijn jouw normen en waarden? Laat het de lezers van mijn weblog weten. Wie ben je en wat ben je? Of weet je het niet meer? 'The worst cruelties of life are its killing injustices. Almost all promises are broken.' Waarom kom je niet in verzet tegen de westerse terreur? Terwijl je overal een mening over ventileert blijf je hierover ineens zwijgen. Waarom? Waar is jouw christelijke zelfrespect als je niet in verzet komt tegen de schendingen van de waardigheid van je medemens, die, zoals jouw geloof stelt, naar God's evenbeeld werd geschapen? Waarom dacht je werkelijk dat wij weer vrienden zouden kunnen zijn? 

De vraag is terecht: waarom nemen in onze tijd zelfs vreugdevolle gebeurtenissen een onheilspellende kleur aan, waarom mobiliseren ze meteen de duisterste krachten, en waarom doemen ze in het beste geval als lastige en onoplosbare problemen aan de horizon? [...]

Nu de vruchten van veertig jaar strijd zijn gerijpt en ook het tweede totalitaire rijk is gevallen (de Sovjet Unie svh), domineert een algemeen gevoel van ineenstorting, wrevel en machteloosheid. Alsof een katterige sfeer door Europa waart, alsof het op een grijze ochtend bij het wakker worden gemerkt heeft dat het in plaats van twee mogelijke werelden nog maar één werkelijke wereld over heeft, de triomferende wereld van het economisme, het kapitalisme, het ideaal-loze pragmatisme, zonder transcendentie en zonder alternatief, waaruit geen doorgang mogelijk is naar de vervloekte of het beloofde land -- naar keuze... dat geluidloze ineenzakken (dat ook de fluwelen revolutie wordt genoemd) lijkt iets in de mensen kapotgemaakt te hebben, onduidelijk wat: de ethiek van het verzet, die een bepaalde stevigheid gaf in een bestaansvorm, of een soort van hoop, die misschien nooit echte hoop is geweest, maar ongetwijfeld eveneens houvast bood -- in ieder geval heeft het een einde gemaakt aan de relativiteit van de vergelijking. En hier staan we nu als overwinnaars, leeg, moe en ontgoocheld.

Terwijl jouw ongefundeerd optimisme beloond werd met hoge oplages en schouderklopjes van de machtigen, bleef de joods-Hongaarse Nobelprijswinnaar Literatuur Kertész buiten de schijnwerpers gewoon doorwerken en merkte hij aan het eind van de twintigste eeuw ondermeer op dat

de eeuw zich ziek [ligt] te wentelen in haar cel, te worstelen met zichzelf, met de vraag of ze haar eigen bestaan, haar zijns-vorm, haar bewustzijn zal aanvaarden of verwerpen, en terwijl ze daar ligt, gekweld door de pijn, wordt ze afwisselend overvallen door koortsaanvallen van agressie, verlammend schuldbesef, razend verzet en depressieve machteloosheid. Ze heeft geen helder besef van haar bestaan, ze kent haar doel, haar levenstaak niet, ze heeft haar creatieve plezier en haar verheffende rouw verloren, evenals haar vruchtbaarheid -- kortom: ze is ongelukkig.


Een door Israel vermoorde baby, één van de 501 vermoorde kinderen, waarover de EU van Geert Mak's 'Geen Jorwert zonder Brussel' angstvallig zweeg.

Doen we dat genoeg? Nemen wij, chroniqueurs van het heden en verleden, onze taak, het 'uitbannen van onwaarheid,' serieus genoeg. Ik vraag het me af. Op dit moment vindt op Europees en mondiaal niveau een misvorming van de werkelijkheid plaats die grote consequenties heeft. De eurocrisis is niet alleen een conflict over geldstromen, democratie en het karakter van het toekomstige Europa, het is ook een gevecht om het verhaal. Iets soortgelijks speelt zich af in de Verenigde Staten. En beide gevechten zijn we aan het verliezen.

Of course, we are aware of the European Union’s commitment to the full and effective protection of Human Rights everywhere. After all, The 2012 Nobel Peace Prize was awarded to the European Union (EU) “for over six decades [of contribution] to the advancement of peace and reconciliation, democracy and human rights in Europe”.
So, when it comes to the “full and effective protection” of the Human Rights of indigenous peoples, you might wonder, how did the European Union react when, less than two years later, the people of the Occupied Palestinian Territories, which is indigenous to the area, was subjected to arbitrary detention and torture – prohibited by the International Covenant on Civil and Political Rights – collective punishment – prohibited by the Third Geneva Convention – and eventually to a downright massacre at the hands of the Israeli armed forces, a blood bath which Israel’s PR machine labelled “Operation Protective Edge”, in which war crimes were committed by Israel – such as deliberate attacks on schools where displaced residents were sheltering in Gaza – and which violated the right to life of more than 2,100 Palestinian citizens, of which “1,474 are believed to have been civilians, including 501 children and 257 women”, according to United Nations figures?
Of course, one can almost hear the objection: “Surely, the United Nations’ Human Rights Council does not consider the Human Rights situation in the Occupied Palestinian Territories to fall under the Rights of Indigenous Peoples, but rather under Agenda Item 7, see Resolution S-21/1 and Report A/HRC/27/76”. And yes, that is correct: a bureaucratic vermin hiding behind paperwork couldn’t have put it better.
So let’s have a look at what happened at the United Nations when Resolution S-21/1 was discussed, along with the massacre Israel had inflicted on Gaza. Let’s see what happened at A/HRC/27, a session called by the Human Rights Council on the 22nd of September 2014.
Representatives of states from nearly two-thirds of the world took the floor and condemned those atrocities. And, to be sure, delegates from the European Union member states were present in the room, scattered here and there, but guess what? Not one of them said a word – with the notable exception of Ireland (and one wonder what sanctions are awaiting the Republic of Ireland for daring to break ranks from its masters in Brussels). Because you see, following the lead of the United States of America and – of course – Israel, the Nobel Prize winner European Union, ever obedient to any signal coming from across the pond, decided to boycott the session: evidently, the massacre of more than 500 children was not considered important enough to get its representatives out of bed… or, one must think, they all must have had more important things to do.
So, the next time you hear a spokesperson for the EU announcing their “unwavering commitment” to an end of impunity for war crimes, or giving a passionate speech on the importance of “fulfilling, protecting and promoting Human Rights everywhere”, just remember this: on that day, the European Union chose to remain silent.
There is just one question that should be addressed to those who are ostensibly in charge: how do you think posterity and history will judge your behaviour? Because – rest assured – we won’t forget. And neither will they.

America's New War In Syria Is A Total Disaster

If we want to help people, how about we start by feeding some refugees?

September 26, 2014 "ICH" - "The Week" - - On Monday night in Syria, U.S. planes began bombing ISIS targets, in addition to a couple of al Qaeda affiliates (they just keep popping up, don't they?).
This action is only the most visible and recent part of what has become a comprehensive strategic disaster for the United States. Despite not being able to articulate any sort of logical strategy, let alone any actually compelling interest for what we're doing, we're stumbling into yet another boneheaded, open-ended conflict in the Middle East.
We're going to regret this.
First, we're basically alone among liberal democracies. In the documentary The Fog of War, Robert McNamara, the repentant architect of the Vietnam War, laid out one of his guidelines for the wise use of military force:
What makes us omniscient? Have we a record of omniscience? We are the strongest nation in the world today. I do not believe that we should ever apply that economic, political, and military power unilaterally. If we had followed that rule in Vietnam, we wouldn't have been there. None of our allies supported us. Not Japan, not Germany, not Britain or France. If we can't persuade nations with comparable values of the merit of our cause, we'd better reexamine our reasoning. In a speech Tuesday at the White House, President Obama specifically referenced five Arab "partners" who are on board with the operation: Saudi Arabia, the U.A.E., Qatar, Jordan, and Bahrain. All are autocracies of varying degrees of brutality. Worse, both Qatar and Saudi Arabia only recently reined in private donors from funding ISIS. Meanwhile, Germany and Turkey want no partof the Syria strikes. France won't support them either. Even the U.K. is waffling, saying they support the strikes but aren't actually participating (apparently the prime minister and the foreign ministerdisagree).
Why is that? Could be that our plan makes no sense at all. Strikes in Syria are already compromising other objectives, as Kurdish officials report that the strikes are pushing ISIS forces toward Kurdish territory. The idea that we can successfully arm and train "moderate" Syrian rebels is simply ludicrous. As Ross Douthat points out, we just tried that with the Iraqi army, for eight years, and it was an utter failure. Everything about Syria suggests that such an effort will be more difficult than before, not less.
It has been barely a year since we came within a hair's breadth of supporting ISIS and other Syrian rebels in their quest to topple the dictator Bashar al-Assad. Now, as Glenn Greenwald points out, we're tipping off Assad in advance about coming airstrikes. All our quagmire alarms should go off when a civil war is so chaotic that the target of intervention shifts 180 degrees in a single year.
There is also a fundamental disconnect between means and ends here. President Obama says we must eventually destroy ISIS. Airstrikes alone almost certainly won't accomplish this. We've been bombing ISIS in Iraq now for weeks and it has barely dented their territory. Setting an objective without the means to achieve it is a great way to get national credibility invested in yet more escalation that ends in ground troops and a doomed-to-fail occupation.
Finally, this war could become illegal in short order. Congress (composed of sniveling cowards) has appropriated money for this effort in Syria, but has passed no explicit authorization to use force as required by the War Powers Act. President Obama sent a notice in line with the Act on Aug. 8 that he was using force against ISIS in Iraq, but has sent no notice for this new effort in Syria. That means without an authorization, either he must wind down airstrikes by Oct. 6, or send a new notification soon. Either way, the airstrikes are supposed to last months, and Congress must pass a formal authorization or the president will soon be in violation of U.S. law.
This raises the question of what we ought to be doing instead. The answer is containment. Don't arm or bomb anyone in Syria. Keep supporting the Kurds and the Iraqi government, and keep watch from the sidelines. Undermine ISIS and similar groups by going after their sources of money and disrupting their international networks. These are fundamentally weak organizations that thrive on political chaos. Without a unifying enemy, they'll collapse eventually.
And for God's sake, let's build some moral authority by funding U.N. hunger programs. Congress just about tripped over itself ponying up $500 million for bombing and arming random people in Syria (and apparently we just casually committed to spending a trillion bucks over the next three decades on upgrading our nuke supply?), while the U.N. World Food Program is cutting back its operations in Syria due to a shortfall of $352 million. This is at a time when over 130,000 refugees fleeing ISIS forces streamed into Turkey just in the last few days.
We're not going to do any of that, it seems. The U.S. government seems incapable of even the simplest sort of cost-benefit analysis. But if we really cared about the long-term effort against extremist groups, we ought to start by demonstrating that America is the kind of country that will spend at least as much to feed and clothe helpless refugees as it will on bombs and guns.
